Background of the Study
Formal language policies in governmental institutions play a critical role in shaping communication standards, and Nigerian English is no exception. In governmental settings, pragmatic competence—the ability to use language effectively in social contexts—is essential for ensuring clarity, efficiency, and mutual understanding among officials and citizens (Okoro, 2023). Formal policies often prescribe standardized language use, emphasizing grammatical accuracy and formal registers. However, these policies may inadvertently restrict pragmatic flexibility, hindering the use of culturally nuanced expressions and adaptive language strategies. This rigidity can lead to miscommunications, particularly when interacting with diverse populations that rely on context-specific language cues. The impact of formal language policies on pragmatic competence remains underexplored, especially in the dynamic context of Nigerian governmental institutions. This study investigates how formal language policies affect pragmatic competence in Nigerian English, examining official communications, internal documents, and spoken interactions among government officials. The goal is to determine whether these policies enhance or constrain effective communication and to suggest improvements that accommodate both standardization and pragmatic flexibility.

Statement of the Problem
Formal language policies in Nigerian governmental institutions may restrict pragmatic competence by imposing rigid standards that overlook context-specific communication needs (Okoro, 2023). This can lead to ambiguities and reduced effectiveness in public discourse, as officials struggle to balance policy requirements with the need for adaptive, culturally relevant language. The tension between standardized language and pragmatic flexibility creates a communication gap that undermines efficiency in governmental interactions, yet limited research has addressed this issue comprehensively.

This study is significant as it examines the effect of formal language policies on pragmatic competence in Nigerian English within governmental institutions, offering insights that can improve public communication and policy development. The findings will benefit policymakers, educators, and linguists by suggesting methods to balance standardization with effective, context-sensitive communication (Okoro, 2023).

Scope and Limitations of the Study
The study is limited to Nigerian governmental institutions and does not consider informal language practices or other sectors.
